ASSISTANT DIRECTOR: EDUCATION LABOUR RELATIONS MANAGEMENT AND CONDITIONS OF SERVICES
The Department of Basic education is looking for an assistant director who will help the director with some important duties, such as negotiating with the team in planning and obtaining mandates, as well as providing secretarial services and other duties.

THE MINIMUM REQUIREMENTS
- Three-year related post-matriculation qualification (NQF level 6) in Labour relations or equivalent recognized by SAQA and a Minimum of two years’ related working experience in the education sector at a supervisory level, including two years in Labour relations.
- Exposure and experience in collective bargaining at the Education Labour Relations Council (ELRC) and Public Service Co-ordinating Bargaining Council (PSCBC) environments, as well as knowledge of dispute resolution procedures relevant to collective bargaining, will be advantageous.
- Familiarity with Human resource Strategies and policies for the DBE and understanding of the education policy environment.
- Undersatnding of government prescripts and procurement processes, proficiency in monitoring, evaluating, and reporting systems and processes and Familiarity with the educational framework, policies, and labour law.
- Understanding of the Employment of Educators Act and conditions of service for educators and the Knowledge and understanding of public service and Labour legislation.
- The Capacity to plan, prioritize, and execute assigned duties and to work independently and willingness to work long hours if required.
- good relationship-building skills at all levels of the employer and a Strong operational planning and management skills.
- Computer literacy and Problem-solving, decision-making, and conflict resolution skills and a Valid driver’s license and willingness to travel.
KEY DUTIES AND RESPONSIBILITIES
- Participate in meetings between labour and employer to discuss and resolve mutual interest problems and schedule or coordinate Employer Caucus meetings and serve as secretariat to the Employer Caucus.
- Help the negotiating team in planning, obtaining mandates, and providing secretarial services and to Contribute to the improvement of educators’ employment conditions.
- Collaborate with internal and external stakeholders and Monitor, support, and report on the provincial implementation of collective agreements and human resources guidelines.
- Prepare quarterly and annual reports as required and Manage and monitor the implementation of collective agreements between the department and its recognized trade unions.
- Help the Chief Negotiator in liaising with trade unions on mutual interest matters.
